Juan Alberto Rosa-Vega, 31, of Elizabethtown, was charged with aggravated harassment by prisoner, resisting arrest, DUI, and disorderly conduct arrest for an incident that occurred on Feb. 7.
According to a statement from the Manheim Township Police Department, an officer responded to the report of a male laying in the middle of the street. Rosa-Vega was laying on a bicycle in the eastbound lane of Millersville Pike in front of the House of Pasta.
Rosa-Vega smelled strongly of alcohol and had a large cut above his right eye, according to police. A pool of blood was observed next Rosa-Vega.
Rosa-Vega allegedly resisted arrest, and attempted to roll away from the police. Later, Rosa-Vega allegedly spit on someone while in police custody.
After being released from LGH, Rosa-Vega was arraigned and released on $50,000 unsecured bail with electronic monitoring to be set up.
